If you don’t, then you aren’t shown the offer because you wouldn’t be allowed to accept it. Sometimes you have fewer cargo holds than you expected because they were used to make deliveries of materials you sold to other nations. However, you are informed in the report that the country was willing to make the deal. That way you can plan to reserve ships next time if you want to.
